I. Goal:

To promote philately and showcase the beauty of postage stamps, Chunghwa Post ("the Post" hereinafter) is hosting the "2025 Philately Pageant" ("the Pageant" hereinafter).

III. Pageant Contestants:

All of the 80 philatelic items (comprising stamps and souvenir sheets) issued by the Post in 2024 have been entered as contestants in the Post's 2025 Pageant of philatelic beauty. Each of the philatelic items featured in the Pageant is an individual contestant. The top three vote-getters will be recognized for their beauty.

IV. Voting Methods:
1.Vote by Postcard
Only one vote can be cast on each postcard. In addition to writing down the number of the chosen contestant, voters will need to supply their real name (which must match the one on their national ID or passport), as well as a contact number and mailing address. The paper, specifications and sizes of the postcards must comply with standards designated by the Post and should be mailed to the "2025 Philately Pageant Event Planner's Office at P.O. BOX 100, Taipei Beimen, Taipei City 100900, Taiwan (R.O.C.)." The postcards must be postmarked between Monday, March 3 and Monday, April 7, 2025. Postcards sent before or after this period will be deemed ineligible, and their votes will not be counted.
2.Vote on the Pageant Website
Beginning at 8:00 AM on Monday, March 3 and up until Monday, April 7, 2025, votes can be cast on the Pageant's website. There voters can click on stamps of their choice and then supply their real name, phone number, and mailing address. Every day, a voter may vote for as many contestants as the voter wishes (but may only provide one vote per contestant). Once their votes have been cast, they will be entered into a sweepstake and can play the "instant win" game online. Each participant may play up to 10 games per day.
3.Vote on the Post's Facebook Fan Page
During the voting window, participants can cast their vote by leaving a comment according to the prescribed format and sharing the event on the Post's Facebook Fan Page. Having voted, they will be entered into the Facebook sweepstakes. Each Facebook account can only be entered once. If someone tries to vote multiple times, only the last comment and share will be counted. After the prize winners are announced, the winners must send a Facebook message to the Post by 5:00 PM on April 7 (Monday), 2025, with their real name, mailing address and phone number in order to receive their prize by mail. Winners who have not done so by the aforementioned deadline shall forfeit any claim to a prize.
4.Vote on the Post's LINE Official Account
During the voting window, participants can go to the Pageant's page on the Post's LINE Official Account to vote. After answering all questions, filling out contact information, and clicking send, the voting is completed, and participants can enter the sweepstake. Winners must enter their real name, mailing address and phone number for the prize to be delivered.

VI. Claims & Taxes:
1.How to Claim Prizes
(1)Winners of Lucky, Good Luck, Consolation, Facebook and LINE prizes will receive their prize in the mail. All other winners will be notified via mail to collect their prize in person at the post office.
(2)When claiming prizes at the post office, winners must present their original National ID or passport along with the notification of winning. If a winner is a profit-seeking enterprise, then its owner must present their original identification (National ID or passport) along with the business registration document. You will be able to claim the item after the documents are verified by the post office representative.
(3)In the event the prize winner is a person with limited legal capacity, the winner's legal representative may claim the prize on their behalf. The legal representative must present the notification of winning and an original document that verifies their relationship to the prize winner, such as a National ID, passport, court ruling or household registration transcript.
(4)When a proxy is authorized to claim the prize, they must present the notification of winning, the National IDs or passports of both the prize winner and the proxy (if the prize winner is a profit-seeking enterprise, a business registration document will be required), as well as written power of attorney from the prize winner. The proxy will be able to claim the item after the documents are verified by the post office representative.
2.Tax Regulations
(1)If the prize winner is a resident or a profit-seeking enterprise with a fixed place of business within the territory of the Republic of China, the winner is subject to withholding based on a 10% tax for "Income from Contests and Games and from Prizes and Awards Won by Chance." However, if the tax payable for each occurrence is under NT$2,000, no withholding is required.
(2)The Post is required to issue a "Withholding and Non-withholding Tax Statement" to all the aforesaid prize winners, unless total prize income is less than NT$1,000 within a taxable year.
(3)In the event that the prize winner is a non-resident or a profit-seeking enterprise not having any fixed place of business within the territory of the Republic of China, the winner is subject to a 20% tax withholding for "Income from Contests and Games and from Prizes and Awards Won by Chance."
(4)The prize winners must pay the taxes associated with the prizes before claiming their prizes and file income tax accordingly. Any winner who refuses to pay taxes associated with their prize will forfeit the prize.
(5)Per Article 92 of Income Tax Act, if the prize winner is a resident or a profit-seeking enterprise with a fixed place of business within the territory of the Republic of China, the tax withholder shall, within the first ten days of each month, effect payment to the national treasury of all the taxes withheld in the previous month. If the prize winner is a non-resident or a profit-seeking enterprise without a fixed place of business within the territory of the Republic of China, the tax withholder shall, within ten days from the date of withholding, effect payment to the national treasury of all the taxes withheld.
VII. Prize Claiming Window and Other Reminders:
1.All prize winners who receive a notification of winning must claim their prizes before 5:00 PM on Thursday, July 31, 2025. Any prize winners who fail to claim their prize by this deadline will forfeit their prizes and not be entitled to raise any objections.
2.If the Post is unable to deliver the winning notification or prize due to the prize winner's failure to enter correct or complete information as required, or if that the prize winner is found to be in violation of the specified rules, the Post reserves the right, at its sole discretion, to disqualify that winner.
3.Actual items are given as prizes for the Pageant. No requests for a cash equivalent, substitution or special individual treatment are allowed. The Post, however, reserves the right to substitute prizes for any reason.
4.Winning notifications and prizes will be delivered to mailing addresses in Taiwan proper, as well as the outer islands of Penghu, Kinmen and Matsu.
5.The Post reserves the right to make changes or revisions to the Pageant, or even to terminate it. Any changes will be announced on the official website. No other forms of notification will be provided.
6.Any matters not specified herein will be addressed in accordance with the Post's rules or explanations.
VIII. Disclaimer:
1.The Post respects the rights and interests of the Pageant's participants in its collection, processing, or use of personal data (e.g., name, phone number, mailing address, and email address) in accordance with the provisions of the "Personal Data Protection Act."
2.Personal data collected for the Pageant will only be kept in electronic or paper form and will only be processed or used by the Post for this Pageant within the territory of the Republic of China. The data will not be disclosed to third parties.
3.Personal data of the Pageant's participants will be kept for the duration of the Pageant and for one year after the Pageant ends. Personal data of prize winners will be kept for one year after the Pageant ends. Personal data of prize winners who have received a tax withholding statement will be retained for the duration as required by applicable tax laws. The data will be destroyed per the stated expiration dates.
4.The Post may send e-bulletins or other promotional campaign updates to Pageant participants who choose to subscribe. The subscription can be canceled at any time according to the procedures described in the e-bulletin or by calling 0800-700-365. Once the subscription is canceled, the Post will destroy personal data collected in accordance with the Personal Data Protection Act.
5.Pageant participants may notify in writing the Marketing Section of the Department of Philately at the Post (106409 No. 55, Sec. 2, Jinshan S. Rd., Da-an Dist., Taipei City) to inquire, view, request copies, make supplements or corrections, or demand the cessation of the collection, processing, use and erasure of personal data. When participants make inquiries or requests to view, or when they ask for copies of their personal data, the Post may charge a fee as needed.
6.Pageant participants have the option to withhold personal data. When choosing to withhold personal data or when the provided data is incomplete, the participant will not be eligible to enter the sweepstakes.
7.Participants who are found engaging in malicious activities aimed at disrupting or undermining the operations of the Pageant, such as attempting to use hacked accounts to participate, or tampering with the entry process using malware, or otherwise engaging in any behavior that compromises the fairness of the Pageant, they will be subject to actions taken by the Post at its sole discretion. These actions may include the suspension of account services, blocking of accounts, or disqualification from participation upon discovery of such misconduct or the verification of reports of it.
8.By participating and providing personal data, participants acknowledge and grant the Post the right and permission to collect, process and use the provided personal data for sweepstakes purposes, including providing notifications to winners, handling prize claims, and delivering prizes.
