Guidelines
I. Goal:
In a move to promote philately, and encourage public interest in the wonder and beauty of postage stamps, Chunghwa Post (“the Post” hereinafter) is to host “2023 Philately Pageant” (“the Event” hereinafter).

III. Pageant Contestants:
Stamps and souvenir sheets published in 2022 are tapped as philately pageant contestants. The 2023 pageant consists of sixty-five pieces of stamp and souvenir sheets. The top three most beautiful philately pageant contestants will be chosen per the number of votes they garner.
IV. How to Vote:
1. Vote by postcard
Only one philately pageant contestant can be entered on each postcard ballot. Jot down the stamp’s assigned number, your real name (it must be the same as the name shown on your ID or passport), contact number and address on a standard postcard (the texture and specification of which must be compliant to standards defined by the Post). Mail the card to “2023 Philately Pageant Event Planner’s Office at P.O.BOX 100 Taipei Beimen, Taipei City 100900, Taiwan ( R.O.C.) ” to enter the lucky draw. The postcards must be sent between March 6 (Monday) and April 6 (Thursday), 2023 (per the postmark). Postcards sent after or before this time period will be deemed ineligible.
2. Online voting
(1)Log on to the philately pageant website between 8:00 AM, March 6 (Monday), and April 6 (Thursday), 2023, click on the stamp of your choice, fill out your name, phone number and address. Those who have cast the vote are eligible to proceed to the event website for the lucky draw. Every voter can cast one vote for the chosen stamp every day during the event.
(2)Besides the basic drawing, those who have cast votes can also enter the additional real-time online prize drawing. Every voter is allowed up to ten draws a day.
3. Vote on Chunghwa Post’s Facebook Page
During the event, voter is welcome to leave a message on Chunghwa Post’s Facebook Page according to the prescribed format, and share the event page. The share qualifies as vote-casting, and voter can enter Facebook lucky draw. Every Facebook account or every participant is allowed one vote. For those who have participated in Facebook voting repeatedly, their last message on the event page and the ensuing public share is counted as the eligible vote. After the winner’s list is published, the prizewinners must send a direct Facebook message by 5:00 PM on April 7 (Friday), 2023, with their real name, mailing address and phone number for the prize to be mailed. Prizewinners who have not done so by the aforesaid deadline shall be considered as having forfeited any claim to a prize.
4. Voting via Chunghwa Post’s Official LINE Community
Voters can join Chunghwa Post’s official LINE community at “2023 Philately Pageant” during event period, answer all the questions and send in their contact information. This constitutes the vote, and qualifies the voter for the lucky draw. Every voter can cast up to ten votes every day. The prizewinners must fill out their real name, mailing address and phone number for the prize to be delivered.

A voter is limited to two winnings for the Lucky Prize. With the exception of Lucky Prize winners, all other winners produced during the lucky draw shall be awarded one prize item only, and will be given the prize of the higher cash value.

VI. Prize Redemption and Taxes:
1. Prize Redemption
(1)The Post will reach out to winners of Grand Prize, Second Prize, Third Prize, Fourth Prize, Special Prize, Gold Prize, Silver Prize, Bronze Prize, Golden Finger Prize, Top Prize, First Runner-up Prize, Second Runner-up Prize and Third Runner-up Prize with a notification in the mail, to pick up their prize at a post office nearest them. The rest of the prizes will be sent directly to the mailing addresses of the winners.
(2)You as prizewinner must present a valid ID or passport, plus the notification from the Post when visiting the post office to claim the prize item. If the winner is a profit-seeking enterprise, the owner of which must present a valid identification (ID or passport), and a valid business registration document. You will be able to claim the item after the documents are verified by the post office representative.
(3)In the event that the prizewinner is a person with disabilities, he or she can authorize the legal representative to claim the prize. The legal representative must present the notification from the Post, a proof of relationship between the legal representative and the prizewinner in the original copy, such as an identification, a passport, a court verdict or a household registration transcript.
(4)The agent authorized to claim the prize must present the notification from the Post, a proof of identification of the prizewinner and the agent (if the agent is a profit-seeking enterprise, he or she must present a business registration document) and a letter of authorization in writing by the prizewinner. The agent will be able to claim the item after the documents are verified by the post office representative.
2. Tax
(1)If the winner is an individual residing within the territory of the Republic of China, or a licensed profit-seeking enterprise with a fixed place of business within the territory of the Republic of China, he or she or the enterprise is subject to “Income from Contests and Games and from Prizes and Awards Won by Chance” at the rate of 10%; the prizewinner qualifies for an exemption if the tax to be withheld does not exceed NT$2,000.
(2)If the total prize income from the aforesaid “Income from Contests and Games and from Prizes and Awards by Chance” paid to the prizewinner living in the Republic of China does not exceed NT$1,000, the prizewinning withholder is not required to file a” Withholding and Non-withholding Tax Statement”; those who do not meet the prescribed qualification must file a” Withholding and Non-withholding Tax Statement”.
(3)Where the prizewinner is not an individual residing within the territory of the Republic of China, or is a profit-seeking enterprise not having any fixed place of business within the territory of the Republic of China, he or she is subject to “Income from Contests and Games and from Prizes and Awards Won by Chance” at the rate of 20%.
(4)The prizewinner must pay tax before claiming the prize, and file to the tax collection authority-in-charge the tax return; where a prizewinner refuses to effect income tax payment, he or she shall be considered as having forfeited any claim to a prize.
(5)Per the provision of Article 92 of Income Tax Act, if the prizewinner is an individual residing within the territory of the Republic of China, or a profit-seeking enterprise with a fixed place of business within the territory of the Republic of China, he or she as a tax withholder shall, within the first ten days of each month, effect payment to the national treasury of all the taxes withheld in the previous month; if the prizewinner is a non-resident of the Republic of China, or a profit-seeking enterprise without a fixed place of business within the territory of the Republic of China, he or she shall, within ten days from the date of withholding, effect payment to the national treasury of all the taxes withheld.
VII. Deadline for Claiming Prizes and Other Matters:
1. All notification holders must claim their prizes before 5:00 PM, August 31 (Thursday), 2023. Notification holders forfeit any claim to a prize thereafter; their winning eligibility shall be nullified. Notification holder shall raise no objection.
2. Should the winner falsifies - or fails to complete - all information required for registration, resulting in the Post’s failure to deliver the winning notification or the prize, or that the winner is found to have violated rules specified, the Post retains the right to revoke his or her winning eligibility.
3. Actual items are given as prizes for the Event. The winner shall not demand cash redemption, an exchange for other items of the same value, or ask for items of certain specifications. The Post retains its right to replace the prize items.
4. Winner notifications and prizes will be delivered to mailing addresses in Taiwan, Penghu, Kinmen and Matsu areas.
5. The Post retains the right to modify, revise, or cancel the Event. Any such changes will be announced on the official website. No other forms of notification will be forthcoming.
6. Matters not covered or specified here will be addressed accordingly per the rules or arrangement of the Post.
VIII. Announcement:
1. The Post honors the rights and interests of lucky draw participants in its collection, processing or use of the name, phone number, mailing address, email and other personal data in keeping with the provisions of “Personal Data Protection Act.”
2. Personal data used in the participation process of the lucky draw would only be processed or used in the form of an electronic file, or paper printouts by the Post in the territory of the Republic of China. The data will not be made available to the third party for further use.
3. Personal data provided by participants will be well-preserved by the Post for ten months, starting on the day of the Event. Data of prizewinners will be stored for one full year. Data of prizewinning withholders will be stored per the provision of tax laws. All the data will be destroyed in accordance with the aforesaid expiration date.
4. The Post may send e-bulletins or other promotional campaign updates to participants of the Event, who agree to become subscribers. Event participants may choose to unsubscribe from the mailing list according to the notice specified in the e-bulletin anytime they so desire, or call 0800-700-365 to unsubscribe.
If Event participants decide to unsubscribe from the e-bulletins or campaign events at a later time, the Post shall destroy personal data collected during the Event in accordance with Personal Data Protection Act.
5. You as Event participant may notify Marketing Section of the Department of Philately at the Post (106409 No. 55, Sec. 2, Jinshan S. Rd., Da-an Dist., Taipei City) in writing, to make an inquiry of, review, request a copy, supplement or correct, demand the cessation of the collection, processing, use, and the erasure of your personal data. If you wish to make an inquiry, review, or request a copy of your personal data, the Post shall collect a fee as needed.
6. You as Event participants may decide whether you wish to provide your personal data. Should you decided against it, or that the data you provide is incomplete, you will not be eligible to participate in the lucky draw.
7. For those who enter the Event with a fake account, malware, and for those who have been found to engage in questionable acts that affect the fairness of the Event, obfuscate or affect event participants, the Post retains the right to terminate all the services offered to those accounts, disqualify their winner eligibility or block that account, should the wrongdoings have been discovered, or that the claims have been verified upon report.
8. When you participate in the Event and leave your personal data, your participation will be regarded as an acknowledgment of the aforementioned content, and a consent to the Post for collecting, processing and using the said data, which shall be used as proof to enter the drawing, deliver winner notification, prize claims and delivery.
